He might have taken the compression ratio too high for the fuel he is using. Then the ECU might have to adjust the timing so late that engine isn't performing very well.

I considered doing the same for my old mk2 Golf, which then was over two decades and had almost 300k km on it. As the head gasket started to leak somewhat the head needed to come off anyway, so I got a hotter camshaft from a Polo GT. I never got around to it, as I parked the car in a shed and bought a Peugeot. It's still there, and I still have that hotter cam somewhere as well.
Anyway, with my upgrade the hp would've gone from 54 to 65-70, a 20-30% increase. The Polo GT had the same block/displacement, just this different cam shaft and higher compression resulting in a whopping 75 ponies.
